The Comprehensive Plan, Plan Lubbock 2040, adopted in December 2018, identified the following goal: "Authorize a series of City-initiated master plans for Eastern and Northern Lubbock neighborhoods. These plans should include individual vision and action plans developed by, or in partnership with, each neighborhood." The first two neighborhood plans, Dunbar-Manhattan Heights and Jackson-Mahon, were adopted by City Council in April 2024. The City of Lubbock is now working on the third plan for the Parkway and Cherry Point neighborhood.
